Most new vehicles have Bluetooth capability and all smartphones have Wifi and Bluetooth capabilities with unique MAC addresses.  Scanning these Bluetooth and Wifi enabled devices would generate massive amount of anonymous MAC address data for monitoring vehicle and people movements.  In Brisbane, over 900 Bluetooth scanners are installed at signalised intersections and motorways to scan Bluetooth MAC address.
